Electronic addresses of citizens and legal entities are sent to the Minsk Regional Committee of Natural Resources and Environmental Protection (hereinafter — the committee) via the global computer network Internet to the email address mocprioos@mail.belpak.by or sent through the «Electronic Appeals» (in russian) rubric of the official website of the committee.
Electronic circulation is presented in Belarusian or Russian.
The citizen’s electronic appeal must necessarily contain:
- surname, first name, patronymic (if any) or the initials of the citizen;
- the address of the place of residence (place of stay) of the citizen and / or place of work (study);
- statement of the essence of the appeal;
- citizen email address.
An electronic application of a legal entity must necessarily contain:
- name and / or address of the organization or position of the person to whom the appeal is sent;
- full name of the legal entity;
- location of the legal entity;
- statement of the essence of the appeal;
- the surname, first name, patronymic name (if any) of the manager or the person authorized to sign the appeal in the prescribed manner;
- legal entity email address.
Electronic copies submitted by representatives of the applicants must be accompanied by electronic copies of documents confirming their authority.
Electronic applications should be considered no later than 15 days, and those requiring additional study and verification — no later than 1 month. The time period starts from the day following the day of registration of the appeal.
The withdrawal of an electronic application is carried out by submitting a written application or sending the application in electronic form in the same way that the electronic application was sent.
Responses to electronic applications are sent in electronic form to the email address of the applicants specified in the electronic applications. Electronic applications are given written answers in cases where:
- the applicant in his e-mail requests to send a written response, or simultaneously send a written response and reply to the email address;
- the e-mail address is indicated in the e-mail, for which, for technical reasons, it was not possible to deliver the answer.
In case incoming electronic appeals of similar content from different applicants are massive (more than ten appeals), the responses to such appeals by decision of the chairman of the committee, or the person authorized to sign responses to the appeals in the prescribed manner, can be posted on the official website of the committee without sending answers to applicants.
Left without consideration on the merits of the appeal, which (for which):
- set out not in Belarusian or Russian;
- do not contain the last name, first name, patronymic (if any) or initials of a citizen, address of residence (place of residence) of a citizen and / or place of work (study);
- they do not contain the full name of the legal entity and the address of its location, last name, first name, patronymic (if any) of the manager or a person authorized to sign appeals in the established manner (for legal entities);
- contain unreadable text;
- contain obscene or offensive words or expressions;
- contain issues, the solution of which is not within the competence of the Minsk Regional Committee of Natural Resources and Environmental Protection;
- missed deadline for no reason;
- a second appeal has been filed if it has already been considered on its merits and does not contain new circumstances that are relevant to the consideration of the appeal on the merits;
- the applicant has discontinued the correspondence on the issues outlined in the appeal.
The response to an electronic appeal or a decision to leave the appeal without consideration can essentially be appealed to a higher organization, the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.
